Can CO2 cartridges ship with the inflators?

Filled CO2 cartridges are pressurized gas and ship under dangerous-goods rules; whether and how they ship is confirmed per order.

What is the MOQ and lead time?

Both are quoted per SKU. MOQ depends mainly on the platform (an existing design vs. a new mold), color, logo method, packaging and the documentation your market needs; lead time depends on customization, documentation and season.
